You could may be consider Davao Philippines. Has a reputation as one of the safer cities in Asia to live in. Dentists are dirt cheap by western standards and sophisticated affordable health care is available. This is in my opinion, you would need to study it. Less touristy than Bali probably fewer westerners to socialise with.
