From digging around the web, I believe Houston has 24 patients enrolled to the end of October, at least. I suspect Alabama will have no trouble getting patients enrolled.

I think people are speaking in shorthand here: saying "X received a low dose" is equivalent to "if X was not on placebo then they received a low dose". Remember this the same person responsible for the change.org petition who clearly stated that, while they well understood that the trial was double blind, they believed their child was getting 2566. SImilarly, team member from Houston was not saying "X got a low dose", they were saying "at that point during the trial the protocol was to give a low dose". No one is revealing privileged information here.
