Why not read the explaination see how you will be affected and then make a decision on the information and its quality.
It may feel like getting a speeding fine in the mail , I would not like that either but I would open it see what I was accused of and how much they wanted off me and then decide whether to accept it or fight. I would be a fool just to ignore it as it may contain the information to help me fight it.
