A while back it was the sea that was the garbage dump for Indonesia. Great barges filled with rubbish would be used to take the stuff a few km out to sea to be dumped and, that not eaten by sea life would sink to the bottom or be taken away on the currents. Sometimes the currents would change direction and much of the floating refuse would end up on the beaches to be washed away later.
I suspect this still happens. Maybe someone here has an update on recent times.
