I can see how the consolidation might (slightly) complicate tax accounting, but otherwise it makes little difference. Anyone who owned 0.1% of the company before consolidation will own the same fraction afterwards.
(As an aside, I find it useful, especially with small biotechs, to force myself to think entirely in terms of company-wide metrics - market cap, earnings, etc. - rather than share prices and per share metrics. The frequent capital raisings, option issues and exercises, etc. of biotechs can make long-term comparison of share prices meaningless. Unfortunately it can be quite hard to get data on, or charts of, market caps.)
The only real change the consolidation makes is that trade granularities won't force high buy-sell spreads. The 10c to 10.5c gap is the worst, at a full 5%, but 18 to 18.5 is nearly 3%.
