1) PEN has a completely new chemistry to ramp up. Have you forgotten how their first attempt ended?
2) The flow sheet is now more complicated and complex since PEN now has to produce yellowcake. This is new to PEN.
Why do you keep apologizing for Heili for something Gus did or should have done? Wayne has been in charge for a very long time. As the age of this toll contract increased, the risk became higher that the toller would pull the pin. Wayne owns this mess 100%.
