Two men, Romulus and Remus, are credited with the beginnings of this great city circa 753BC. The centre of this city was known as "The Forum". After about 700 years of building(some of those quality buildings are still standing today) it was at its best. It was the centre of "The Empire".
PS I support the new board's building of the "Second Empire" Shouldn't take as long - I hope.
