Decision making should not be confused with free will. The ability to weigh cost to benefit based on past experience is enabled by a functional brain. Or in the case of computers, where AI is capable of making decisions without the presence of mind, consciousness or will, yet alone 'free will,' an ability to select enabled by information processing. And if we have a deterministic system, decisions that are made are inevitable, set by antecedents and not freely chosen.
