At the AGM/GM (can't remember which) Simon said the Govt would almost certainly take up the extra 10% (not his exact words but something similar). The point was also made that is was actually a good thing to have the Govt as a partner. Countries where they don't own a share become very adversarial when they are not sharing in the profits. I can see the Govt going out of its way to be accommodating whether it be approvals, access to infrastructure etc knowing the $$ they'll make.
The Government isn't stupid, they know how this is going to become a cash cow & they'll want every bit they can get.
