You got that wrong if its real bad banks say straightaway you have to cancel the dividend .
Banks take no any risk mate !Banks have always the last say .
So far it didn't happen .
Keep in mind the last thing what a bank wants is to pul the "plug" hence it means a loss.
I'm happy that you don't run a bank .The bank would be broke within 6 months .
