BOE +29%
DYL +26%
PEN +18%
BMN +9%

Even some smaller caps spec stocks:

T92 +18%
GUE + 27%

TOE - flat. Zero gain YTD

Use pretty much any time frame you like for TOE, eg 6 months, 1 year, 3 year, 5 year, 8 year (RH has been in charge since 2017) and there wouldn't be many uranium companies that has performed worse than TOE.

I'm not saying that TOE is the absolute worst performing Uranium company there is (as there are other Uranium speculative stocks that have performed similarly), but TOE would have to rank close to the bottom for share price performance

Even all this general positive uranium news (fundamentals) have had no positive effect on TOE share price

So, still think RH deserves to be there? At what stage do shareholders stop supporting him?

CXU has also underperformed TOE; and I would argue CXU is a better run company.

Hate to say it, but maybe the risky end of the market just sucks right now; or the WA uranium policy decision is weighing on peoples minds.

So the cause of the weakness may not be RH; but then again maybe he's not doing enough to try and improve things (like change the policy?)
