I would agree with that price limit..
Choice 1..Some will sell their existing holding now and take up the issue and yes I think they will exactly that, it's an easy 10% with no fee to buy.
Choice 2..When they become eligible to trade, they will sell then, however at this time, the buyers will, at guess, disappear and let them suffer, unless there is a nicely timed announcement and they keep them and everyone is happy.
Based on past performance the Coy/broker are unlikely to get this part right.
I would agree with that price limit..Choice 1..Some will sell...
