I don't see it as "take down Tesla" it should be along side Tesla taking down the petrol and diesel powered cars as it is an ever expanding market. I have a feeling Police and Government cars will be going electric soon.
Makes sense for the Police force to get a Tesla because they can park them at charging stations, the acceleration is usually below 4 seconds on a Tesla. Flat floor plan and such can make it easy to fit out for their purposes, integration of existing Tesla touch screen with police computers, and more storage compartments due to no engine in the front.
