I can tell u with surety it is only the Richland's gemstone deal with government that has to be 50/50, not any other mineral. The graphite deal can be any % JV. Any other mine activity in Tanzania does not need government participation however there is a push that the government get a % by parliament. Often large mining houses offer the government incentives to pass large scale mining licenses especially in sensitive areas. The government approvals are only required for the Merelani deal because the government are partners with Richland's assets.
