I think this is a poor outcome for the US as a whole. It may not be "Popular" to have a storage dump in the Yucca, but it's a heck of a lot safer to have a centrally controlled state of the art dumping facility than what's in place now.
However, this is potentially good for SLX as reprocessing means less dangerous waste and less waste generally, all things panning out we hope.
