The tinfoil hat wearing conspiracy theorist in me says someone is playing with the VWAP for that very reason.

The reality, however, is more likely to be people staying away in "stay-away-May", taking losses before year end, getting out before the final report which will be hamstrung by the first 6 months anyway, accepting that the $300 energy rebate will go elsewhere before it comes here etc.

Plus, my guess is that transfer on ownership might be governed by licencing and regulations......like that disclosure that came out about Magellan.

Either way, attractive in this price range for me with a 12 month plus horizon.
