Like you said, and I honestly cant argue you're wrong:

1.Saudi Arabia has a peace plan on the table. Withdraw from the territories and the Arab governments will all sign peace treaties and recognize Israels rights to exist

and

2.best hope is to accept the Saudi peace plan and withdraw from the occupied territories in exchange for peace treaties with all its neighbours

Palestinians and their mob wont sign and if they do and then reneg - what then?

So who takes the real gamble?

The Israelis.
