If they are ready to tow now I feel it is a BIG negative. I have been involved with welltest scenarios a lot and there would be no way they would have run test string, tested, P&A operations, rigged down and prepared to demobilise.
For me it's clear that it was a no test.
But DYOR and make your own mind up.
