Well pricing it at 13 cents ensures existing shareholders will stump up and theoretically should gain maintain their wealth if they put in, or lose 4 cents a share from yesterdays closing price if they sit it out. This will take some buying steam out of the stock and I would expect shares to trade above 13 cents but below 18 cents. However any fall below 16 cents is BUY BUY BUY!!! on the open market.
