Have they managed to resolve it yet?

I mailed CGC and this is what they said.

Dear Ash, if you receive all communication from our share registry Link via post, then you will receive the Retail Entitlement Offer in the mail on or around the 6^th November. If you receive communications electronically then you will receive them this way on 6^th November.

You can also access details of the offer from our investor centre website as from the 6^th November. The website URL is http://investors.costagroup.com.au/investor-centre/

I also attach our ASX announcement with relevant details of the offer which contains a 1800 number which will be active from 6^th November.
