You are correct they want the options attached.
The need to buy them we share holders can get extra by asking only non shareholders need to buy in and in the current status why would you unless you heard something of interest.
I personally can take my allotment and can apply for more by sending the sum of money for the allotted shares and additional and well unless things are running hot I presume I will get the additional shares.
Only non holders can't do this so I presume this is non holders trying to secure shares with options attached.
Maybe even the Byrons or Kalenn trying to sneak back in on this.
