The $200k difference is extra shares that people applied for and didnt get so they have that money returned ie there were paid applications totaling $1.56m but only $1.34m in shares could be issued with $202k difference returned to the applying shareholders.
For example I applied for more shares than I was entitled. I got some of the extra shares but not all of them so some of my money was returned.
