You would of course only employ outsourced "highly skilled" operators. As is obvious, there are far more capable, skilled drillers in the world than just the two crews currently used by CVN.
However as part of CVNs commitment to Thailand these new "outsourced operators" would be required to train locals to eventually learn the full set of skills needed.
CVNs commitment to Thailand is for the next few decades (not years), so bringing in new highly skilled people that locals can learn from is good for all involved.
There really is no valid or logical reason why at least one new rig is not in the immediate short term pipeline.
