If you remember the conference, James states RIL is open to discussions with Romanian officials for any investment incentive from the Romanian government.

So in other words, RIL wants money from the Romanian government to build a battery recycling facility & the Romanian government has just been given money from the EU to fund battery recycling initiatives.
How many battery recyclers are there in Romania?
