‘Ril now have the rights some exclusive in areas’

Re: Jurisdictions/ Rights / Exclusive in areas. I can't get my head around how and who has given Ril lawful lic / rights to these exclusive areas (jurisdictions) and what does it actually mean?
SMS - Primobius - NMT= JV Yes but they have no means of control in these areas. Ril has been given “exclusive rights” to market this JV tech into certain areas and hopefully come up with ways to get commission from it before their working capital start to run out, that's it.
A bit like. PC has 10k head of cattle he wants to fatten up, HP is an expert in fattening cows but has no land, they decide to do a JV and hopefully somehow find a way to fatten these cows and profit from them. They partner with an agent MOLC. They discover Joe Blow has million acre farmland down the road with suitable feedlots. Are PCs and HP allowed exclusively to take their cows to JB`s land to fatten up without first getting permission from JB? Don't think so. Meanwhile JB's phone`s been ringing hot 24/7 past years from other JV`s wanting to do the same.
