Think its more to do with a lack of a current supply agreement.
Surely with the price of iron ore now in the money, they could start mining and stockpiling if they had a paying customer lined up?
Remember they have to get it out of the ground and trucked to their holding facility which i believe holds enough capacity for multiple shipments. Then there's the timeframe required for booking of available ships.
This will all take considerable time so cannot understand why they wouldn't start to work the trend right now.
