    Justice Coate was hamstrung by a process which gave her limited powers to gather infromation, AND if anyone lied to her there would be no legal consequences to those individuals. This is in stark contrast to the powers of a Royal Commision. Why a former judge would accept those conditions, and preside over a process which evidently led to very little accountability is an open question.
