Most likely, as part of the Colin Barnett's deal with big Miners regarding not increasing the royalties etc., the big guys might have agreed to give Rail access to the joiners in order to reduce their costs. Also remember who is the current Governor of WA and in which company she was a board member previously. So Altas and other joiners have lots of friends in important places.
