Irrespective, a bankable feasibility study is required to secure funding for development. Does not matter whether you are RIO, EXT or the queen of sheeba. In the case of RIO, no development gets the nod without TEG running the ruler over the DFS/DES
Yes RIO also have their experts to run the ruler over M&A targets, but their figures will still have a significant level of uncertainty until they have access to all of the engineering data which forms the basis for the DFS. Once they have that, they will then be able to conduct a
"value engineering" excercise on it to determine the potential savings available.
IMO (and from my experience) RIO will currently be looking at the big picture figures in detail - that is the resouce, cash flow, capital charge, and revenue stream. From this they will conduct a whole lot of sensitivity analysis on the NPV in relation to variations in (a) the price of U3O8 and (b) the capital cost of development.
