Probably the same reason as always, because it was (perceived at the time) cheap!
Regarding Mr Hu. What he (supposedly) did is common business practice in China.
A charge of espionage just reflects that the state and industry are all the same thing in China.
Mr Hu would now be better off being a descendant of Irish convicts. Being an ex Chinese citizen will go very much against him. To the PRC he is still Chinese, for the purpose of punishment. They will probably want to send a strong signal to their own and ex citizens
Question- why is TA still with RIO?. How many bad decisions will be continue to make?
