There is a minor problem with your reasoning IMO.
Lynas simply did not produce the product for them to buy it under any sort of agreement IMO.
It would be impossible for Jomec or anyone to support them that way without the product available....
Even now until Phase 2 gets up and LYC produces enough to meet the Japanese demand, Jmec isn't going to have any pro-viability effect on LYC's bottom line. IMO.
