It clicked for me after watching the latest interview with Bruce. I now believe that he doesn't understand or is kept at an arm's length regarding the actual detail and necessary information required to update the rts. Anything enviro is handed off to the consultants and Bruce is told "We are working on it"

Listen to the way he speaks, he nonchalantly talks about needing to reply and that it should be done soon, etc. There is never any substantiative detail, even by mistake, and his attitude towards it appears to be that it's just some basic paperwork that needs to be filled out.

Either Bruce is correct that this is basic paperwork but is being led on by the enviros, or Bruce doesn't understand what is required in the paperwork and makes deluded estimates and comments about timelines. I can't think of any other rational explanation and of the two I'm not sure what's worse. It's incompetence either way though.
