nah, your understanding is incorrect.
As a bulk export this is no more of a risk than coal dust and is a risk factor at the port, not the mine. the "monitors" manage particulates for all sorts of material, not just silica as even the transport of grain can reach ppm levels in the air where its "explosive".
The flour component is a processed product and again, would be a risk to the facility processing the sand into flour, not the mine. Silica flour too, being a much higher value product, is shipped in bulk bags and not bulk carriers which is likely a 100% mitigation.
Also too, there is some science here youre ignoring .... silicosis requires particles to be 4 mircon and heavy exposure over prolonged periods of time, while silica flour is about 49 microns. you are not getting anywhere near this size with raw sand ( closer to millimeters than micons) or exposure levels at a bulk export port for 99.99% silica sand.
So please stop the fear mongering.
