To add on your thoughts about the management risk Carna....
Is management seem to be holding out for as long as possible before raising sustaining capital. This could put the company into a situation where should the EPA decision not come quick enough that money will have to be raised under a tight schedule. Money lenders will sniff this out very quickly and the terms could be detrimental.
