I agree with all of your concerns, and I think that behind the scenes this is where a large amount of effort and funding will go over the next 10 months.
I feel that In that time a solution will be found... it may cost more than LYC hoped, but it will be found.
If not, then it is safe to assume that all R/E processing will be done in China forever more.
It is in everyone's interest (except for an extreme few) to find a solution to the waste material.
