They have a binding agreement now, that's whats stopping them. Plus self interest, they would not likely get foreign investment again if they kept breaking agreements. Plus remember it's their land, they are impoverished and STB got the exploration leases for next to nothing.
Also with all the good progress does it really matter if the government is taking a bit more?
