IMO the greatest risk is the capex... ie where the 500mill gonna come from? (I realise there are a number of options being pursued)
other than that the techincal risk has dimished significantly recently.
There is also a Enviro permitting risk too, although if Nolans or the plant site becomes an issue it does not bode well for many other near term projects.
