no , if charged meant having methane still in it , that would be suicidal (I did qualify as an ASME 6G welder ) but never welded pipe underwater just plates to structures , bigger the pipe the easier to weld , just more beads , guessing riggers would put in a sleeve with the sleeve welded to the insitu pipe , so cut out the section , pu put in the sleeve , clean it up , weld in place , test
