I spoke with a Geo at the conference who had a lot of experience worldwide. He was impressed with the FAR story. He told that once a determination was made by arbitration there is no appeal process however it was ultimately up to the Government of the country concerned.
My thinking is that FAR would never have initiated this arbitration unless they were given the nod by the Senegalese Government.
