rival bid after reserves upgrade?

    If there was to be a reserves upgrade, wouldn't that that be the ideal time for any prospective suitor to pounce and make a bid? Why would they bid without those upgrade details? Why not wait til all the numbers come out? What are the ramifications if a rival bid does not come earlier?
