...and that basically is why this country is going to hell in a handbasket. Kyoto is a joke...China was given "developing nation" status...the monitering is lax. Kyoto (and Bali) and dozens of conferences before and since have been a gravy train for bureaucrats and NGOs with snouts in the trough.
Australia may as well hand its mineral wealth to Vanuatu to derive some benefit from...its no good to us.
