An RRL merger also provides a requirement for several hundred million in capex to pour the first oz at their NSW project
Plus NSW has a well know lengthy bureaucratic regulation process compared to WA mines and their is clear local protests on water quality.
Without their NSW project RRL production Ozs takes a dive in 3 years so I think that is the other anchor around RRL's neck at the moment.
