We need to check with Saragian. For a consistent dataset, I think Saragian has:
Pre 20:1 Consolidation: actual shares prices multiplied by 20
Post 20:1 Consolidation: actual share prices
The top chart only shows a Pre-Consolidation period (to Administration in early 2019). If we look at Aug18 (Pre-Consolidation), we know the CR was @ $0.30/share. But Saragian's top chart says ~$6.00/share (ie $0.30/share x 20). The shares never traded at $6.00/share ... but this $6.00/share can be compared directly with (say) the current ~$2.20/share. This comparison is shown in the bottom chart.
