technically correct but ideal conditions for snow to form are sub zero. else, there are other variables in play such as moisture levels in the air, altitude etc that can influence the consistency of snow production.
Looking at the pics of the site, the temps would have been sub zero, not exactly 0. Googling the temperature of the location doesn't help as those are blanket averages for a large area.
