It relates to 2014. I liked this part which demonstrates the change in sentiment towards small caps from 2013 to projections for this year...

Earnings at companies in the index of smaller stocks will jump to 278.4 pence a share this year from a loss of 137.6 pence in 2013, the average of analysts’ estimates compiled by Bloomberg shows. That compares with a 30 percent increase to 506.3 pence for the FTSE 100.

This should be a much more promising year for small caps
