Not convinced that would have been the case. OXR had a very dynamic Board and on its form, reasonable to believe that it would have moved to cap raising and refi long before today. Despite what many now feel about him, early OXR's will recall Hegarty's success in raising capital way back in the penny dreadful days when SP < 10c, large part of that due to transparency, confidence in management etc.

What proportion of the current predicament is due to a stalling, and now seemingly paralysed Board?
