Using concrete as a foundation is already widely used in Oil and Gas and Offshore Renewables. Just take a look at some of the offshore gravity base structures that already exist (of course the size required for the CETO's would be much smaller). They haven't been used too widely used in Offshore Renewables as monopiles are the preferred option for the water depths companies are currently developing in.
Also, there is a few comments above about CETO 5 being a waste? Yes it would be correct that CETO 6 will make these models obsolete but the CETO 6 would not be possible without the experience drawn from the smaller (cheaper) earlier models. I think you would find the same in any industry. In offshore wind farms for example the capacity of turbines is increasing every year with projects a year or two ago only looking at 3-4MW turbines where-as now 6-8MW turbines are becoming normal in Europe.
