roadside rubbish

Just returned from a trip to Mt Magnet and Cue in WA with the wife and grandson yesterday and a good time was had by all.However on the drive from Wubin to Magnet we were appalled at the amount of litter on the roadside.All roads are littered in the West but it seemed to stand out more on that section for some reason.The main offenders appeared to be empty stubbies and plastic cool drink bottles.Although it would hurt the pocket a return price added onto the cost of the bottles seems like the only solution to the problem to me.I believe it works well in SA.That way if offenders throw out their empties,bearing in mind there are bins in parking bays all along the way at least some one could make money cleaning up after them.Just wondering if other States have the same problem.Maybe we need litter police to catch the offenders.Any other ideas.
