Robert Mueller was appointed by the Justice Department as an independent counsel to investigate the issues. Mueller has an impeccable record and was a former FBI Director appointed by the Bush Administration.

The person that appointed 72 year old Mueller was actually the person that had a hand in removing FBI Director James Comey.
