I think he was talking about the buyer, that is purchasing parcels of 2500 odd shares at regular intervals.
Anyway, the sellers are keeping this price from going anywhere, and are shooting themselves in the foot. This could have easily gone over 11c, but the dumpers (or players) just keep on dumping.
